Driver’s License & Registry Modernization: What You Need to Know

At Donate Life Kentucky Trust, we know transparency matters. Since Kentucky’s donor registry was established in 2006, we’ve worked to accurately honor and track the decisions Kentuckians make about organ, eye, and tissue donation. While the system has done its best with the technology available over the years, Kentucky’s recent transition to the National Donate Life Registry and KINDL project represents an important modernization that improves data accuracy, timeliness, and transparency.

As a result, you may notice:

1. Registration Dates May Not Match the Day Someone Said “Yes”

Prior to daily electronic transfers, driver’s license registration information was sent to the registry in batches.

  • March and April 2026 registrations were transferred into the registry on May 30, 2026.
  • May 2026 registrations were transferred on June 8, 2026.
  • Daily transfers were implemented starting June 8, 2026.

Because of this, the Registration Date displayed on a Document of Gift reflects when information was transferred into the registry system – not necessarily the exact day an individual said “Yes” at a driver’s license office.

2. Understanding Dates and Times on a Document of Gift

The date and time shown on a Document of Gift often reflect a system event, such as an electronic transfer or record update, rather than the exact moment a person made their donation decision.

We understand this can be confusing, especially for donor families reviewing a loved one’s Document of Gift. The timestamp should not be interpreted as proof of the precise moment someone registered or updated their decision.

3. Why Some Records Show a May 29–31, 2026 Modification Date

You may notice a Modification Date of May 29–31, 2026 on many records. This does not mean the individual personally updated their registration on those dates.

Instead, these dates reflect system improvements made during the registry transition. More than 1.3 million Kentucky records received meaningful data quality updates, including:

  • Address Updates
  • Name updates and corrections
  • Duplicate record consolidation
  • Other data quality improvements

These enhancements help ensure that donor records are more accurate and complete than ever before.

3. Daily Transfers Are Now Live

Kentucky now provides daily transfers to the donor registry. This means that individuals who register through a driver’s license office or Kentucky Online Gateway (KOG) are typically added to the registry overnight, resulting in more timely updates and more accurate registration records moving forward. The time shown on a Document of Gift reflects when the electronic transfer was processed, which often occurs overnight, approximately 4:00am ET.

4. A Transparent Process

With updated information being sent to the registry daily, Kentuckians can more easily verify whether they are registered and manage their own donor designation. When an individual selects “Yes” during a driver’s license transaction, they are authorizing organ, eye, and tissue donation for transplantation, therapy, research, education, or any other purpose authorized by Kentucky law. The driver’s license system can only transmit new registrations to the donor registry, as the opportunity to register is required by Kentucky law. It cannot, and has never been able to, remove an individual’s donor registration. If someone wishes to update or remove their own donor registration, they must do so directly through the donor registry by visiting www.registerme.org or contacting registry staff for assistance.
